Career

Devon has more than fifteen years of experience helping individuals and companies of all sizes. Her legal career began in Washington, D.C., where, following law school, she worked for two prestigious law firms. In those roles, she represented companies and foreign governments in high-stakes litigation in state and federal courts.

In 2017, she joined a boutique law firm in Tallahassee, Florida focused on regulatory law, representing clients before Florida regulatory agencies and the Division of Administrative Hearings, as well as in appellate litigation.

Devon founded Baxter Law in 2025 for the purpose of providing personalized, strategic legal counsel to business owners, professionals, and families in complex transactions and disputes involving regulation, ownership, and significant assets. Her practice is dedicated to helping clients achieve their goals by offering tailored solutions in practice areas including business litigation, compliance for regulated industries, and complex divorce matters, with a particular focus on cases that require strategic judgment, financial sophistication, and discretion. With a client-centered approach, Devon combines her extensive experience and commitment to excellence to deliver results-driven representation.

Education

Devon is a proud graduate of the University of Chicago Law School, which has consistently ranked among the nation’s top law schools. Here, Devon was a Moot Court champion and honed the critical thinking and analytical skills essential for navigating today’s complex legal landscape.

Prior to law school, Devon earned dual bachelor’s degrees in International Economics and Spanish from the University of Florida, graduating Cum Laude. Devon also received an MBA from Florida State University, with coursework focusing on accounting and real estate valuation. This unique combination of legal and business training equips Devon with the strategic insight to support clients in both the courtroom and the boardroom.

Personal

Devon lives in Tallahassee, Florida, with her husband and their two dogs, a black lab and a Frenchie.  Devon is a foodie that loves to travel and cook, and is a Certified Sommelier through the Court of Master Sommeliers.  She is also a marathon runner.
